DSCA Notification - sale of 24 F-16 C/D to Indonesia

I've been following this for a while. When DSCA notifies Congress, does that mean that the sale is likely or imminent?

There is a listing of equipment on there as well including SNIPER or LITENING pods. What's interesting is that there is no ordnance specified. Indonesian government has been quite notorious in their lack of airborne ordnance purchase. When they bought their first batch of Flankers, there were zero weaponry purchased, then the second batch only brought in cannon rounds, unguided rockets and iron bombs.

I would like to do a (silly) question:

The TNI-AU is buying and upgrading these 24 F-16 Block 25. But they also have a batch of Block 15 OCU aircraft... Can those OCU be part of the upgrading package? ... I mean, can the OCU Falcons be upgraded like those Block 25?

Their B15s are prolly coming up on, or maybe have even surpassed, their max airframe hours. So unless a SLEP is planned, they may retire the B15s and replace them with the B25s.

And a facelift from a B15 to a B25 might be possible but It would a a costly project with not much return on investment. More cost effective to just buy surplus jets from the US. Lord know we got lots.

Nope. The air force is quite tight-lipped about weapons fit. Nobody realized that TNI-AU fielded Mavericks until sometime in the mid-90s, when a picture showing a block 15 OCU carrying a pair of training rounds appeared in a short-lived local magazine called 'Forum Dirgantara'.

There are still numerous unconfirmed reports regarding what block level that these birds would be brought up to. Some mentioned block 52, some others mentioned block 32.

It would be very interesting to see if this time TNI-AU decided to develop BVR capability with these birds. They have yet to do that with their vaunted Flankers. The neighboring countries have all surpassed them in that regard - Australia and Malaysia with Hornets, and Singapore with F-16 and F-15E (SG).

I am curious about what kind of camo that they will apply on these birds. The original Block 15 OCU was quite eye-catching but also very effective over water. The Millennium scheme is no less interesting. Their latest wrap-around camo scheme on one of the Hawk mk 209 squadron (light-blue based) is just plain bonkers!

Obama’s joint statement with Indonesian President Susilo Bambang Yudhoyono today noted the two leaders affirm the summit is the region’s premier forum for leaders to discuss strategic political and security issues.

According to a White House fact sheet, Indonesia’s addition of 24 F-16s will allow that nation’s government to significantly bolster air defense capacity without compromising the defense budget and other national priorities.

The fact sheet notes that when the regeneration is complete, the aircraft will be updated with advanced modular mission computers, improved radar and avionics, and the capability to carry and field more advanced weaponry and sensors. At least 30 Indonesian pilots will receive F-16 training in the United States, and mobile training teams from the United States will train Indonesian aircraft maintainers.

According to the fact sheet, the Defense Department is currently working with the Indonesian Ministry of Defense to develop a letter of offer and acceptance for the 24 aircraft while awaiting completion of the final required congressional notification. The notification is expected to be complete and the offer and acceptance letter ready to be signed in early 2012. The U.S. government is working to begin delivery of aircraft by July 2014, as requested by the government of Indonesia.

The new agreement represents the largest transfer of defense articles in the history of the U.S.-Indonesia bilateral relationship, the fact sheet said.

The joint statement also reflected discussion between the two countries on issues including human rights, clean energy, education, climate change and environmental projects.

The acquisition and regeneration of Excess Defense Articles (EDA) F-16s provides Indonesia with a much needed capability to protect its sovereign airspace and represents the largest transfer of defense articles in the history of the U.S.-Indonesia bilateral relationship – a signal of the growing commitment to regional security under the bilateral Comprehensive Partnership.

The Government of Indonesia has chosen to improve its internal air defense capability through the upgrade and regeneration of Excess Defense Articles (EDA) USAF F-16 Block 25 aircraft provided to the Government of Indonesia via a grant approved in August 2011. Indonesia currently has a fleet of 10 F-16 A/B Block 15 aircraft. The acquisition and regeneration of 24 F-16 C/D aircraft via EDA allows the Government of Indonesia to significantly bolster air defense capacity without compromising the defense budget and other national priorities.

The Government of Indonesia requested a total of 30 aircraft, with 24 F-16 Block 25 aircraft for regeneration, and four F-16 Block 25 and two F-16 Block 15 aircraft for use as spare parts. Included in the grant was a request for 28 Pratt and Whitney engines. Indonesia has allocated funding for the regeneration of the 24 F-16s and overhaul of 28 engines.

The Department of Defense is currently working with the Indonesian Ministry of Defense to develop a Letter of Offer and Acceptance (LOA) for the regeneration of 24 F-16 Block 25 aircraft while awaiting completion of the final required Congressional Notification. The Congressional Notification is expected to be complete and the LOA ready to be signed in early 2012. The United States Government is working to begin delivery of aircraft by July 2014, as requested by the Government of Indonesia.

At the conclusion of the regeneration Indonesia will possess a fleet of 24 F-16 aircraft updated with the most advanced Modular Mission Computer (MMC) produced by Raytheon. The aircraft will also have vastly improved radar, avionics, and the capability to carry and field more advanced weaponry and sensors. Additionally, a minimum of thirty pilots will receive F-16 differences training in the United States, and mobile training teams from the United States will train Indonesian aircraft maintainers.

There any hope for the F-16As they still have? Would it be economical to give them an MLU?
