31 July 2012:
ROC MND confirmed media reports that flares bought for F-16s were defective.
In each of 2005 and 2008, ROCAF bought MJU-7A/B flares.

Total quantity is 70 thousand shots.

ROCAF used and found some flares were defective.
In 2009, ROC MND sued supplier(s), and asked CSIST (Chung Shan Institute of Science and Technology) to resolve the problem.
CSIST completed its research, and probably would improve the flares by 2013.

Reportedly, the two batches of flares cost over NT$ 60 mil.
They can't, or fail to, fire.
They remain in warehouses, and aren't used.
