Selection of Fighter Jet Project Bidder Likely to be Delayed 2012-10-29

"The selection of a winner of South Korea’s eight-point-three trillion won fighter jet project will likely be delayed until the next administration takes power.
An official from the Defense Acquisition Program Administration (DAPA) said on Monday that the administration will hold a fourth round of negotiations with three companies bidding for the project for two weeks from November 12th and then hold price negotiations, a key part of the project.
The selection of a winning bidder will likely come after the end of January at the earliest, given that the price negotiations for the previous acquisition projects took about six months.
Meanwhile, there is a controversy over the U.S.'s reported plan to raise the price for F-35s by U.S. company Lockheed Martin after delivering the first batch of 60 F-35s.
A DAPA official said that unlike other fighters, the F-35 is subject to a U.S. state-level procurement deal called Foreign Military Sales (FMS). The official added that the administration will be sure to secure the country's interests in the negotiation."

The CF-188 /CF-18 jets were ordered straight from McDonnell Douglas. The EPAF F-16s were not FMS sales either.
Pretty much every other purchase of a US jet fighter, and some licensed production deals are FMS sales. |

I clicked onto this thread hoping to hear that the F-15 or F-35 had been selected. Apparently, it's just another delay. What's going on in the RoK?  |

| South Korea faces the same dilemma as much of the free world, which is: How does one haggle the F-35's price when their isn't any real competition? I mean... sure, one can pretend that there are options; but when it comes down to it, nothing else realistically available offers the same capabilities in a VLO package. All LM has to do is point at China's/Russia's work and say "hey, if you want to take that on with a competitor's product, feel free to try." |

How do they decide what is a FMS and what is a DCS?
I suspect FMS would be mandatory for first-time users who would need the total logistical support package including training whereas experienced users with a proven support base could go DCS. |

| That's odd because the F-15SA sale to Saudi Arabia is FMS not DCA and they have been flying F-15s longer than South Korea. |

| Some countries prefer the FMS route on certain acquisitions since it may offer a way of lowering costs. Generally, there is no overriding US Govt policy directing certain countries or certain programs etc to go either the FMS or DCS route.
