It wasn't even the Congress that is to blame prior to the late 60s. If you have access to the military committee hearings prior to that they were all for the best weapons and to hell with price. I believe Sam Rayburn said, "I would rather be a live American with an empty pocket than a dead American with a full one." Then afterwards you have the lefty scum like Pat Schroeder and the like who would rather the military need a bake sale to buy a water gun.

The Dems were the most hawkish. Things change.
