Hi
Stumbled upon this pic tonight, and when looking at it, it appears that all 10 stiffener plates have been removed?

Are you refering to the stiffners installed at Falcon STAR? If so this A/C probably hasn't been modified yet. I saw that the wings had stiffners though.

A few of the very last Block 40s, especially D models, did not receive the TEC plating. The vertical stab has been modded as a result of the new avionics upgrade.
