anyone know the most efficient way of removing the 3M polyurethane protective tape on the leading edges? without damaging the surface  |

There is a few different methods of removing the 3M tape.
Start with Technical Order 1F-16C-23

Unfortunately, the -23 does not specify any particular method of removing the rain erosion tape. Best advice is slow and easy, and don't use chemicals or metal. There are separate instructions for removing adhesive residue, however.
Jeff and I were expediters at Spang back in the day. Me for Specs, him for APG. One of the best guys you will ever work with, if you are lucky enough.
