The BEST part is the wild-#$$ speculation.

Check that NOTAM's date [Link pending approval] Of course someone could have typed the date wrong on it also. If that were the case however you would think the Notam would be issued sooner, rather than just prior to the time at which it is to go into effect.

The dates and time are correct, all dates and times in NOTAMS and all other areas of aviation are in Zulu time. The news reports state that the missle was shot about 5pm local Pacific time, which should translate into 0100 zulu time, which is right at the end of the NOTAM window.
