I have some fundamental issues with this theory - and thats based on real life experience in doing platform assessments and evaluations of military tech sets and solutions.

None of thus "comes out of the blue". eg when you do an assessment there are a number of things that are in place:

assessment team are isolated
assessment team have to complete conflict of interest declarations. in a number of assessments I've been involved with assessment panellists were removed due to the fact that they had relatives or partners employed by one of the competing vendors
indepedant reviewers are bought in to assess various elements, but they do not get to see any other assessments - in fact they receive a sanitised copy of the bids which excludes other elements so that they cannot get an insight into other areas.
financial elements are removed from all docs as the assessments are based on technical competency as "a priori". financial assessment teams only get to look at the proposed modelling and vehicle of delivery to ensure that its sound.
assessments are empirical/numerical. eg in the case of "alleged" claims on the Brasilian assessments, people were applying colour coded ratings against selection criteria. thats just a nonsense. you might apply colour coding against a subset of criteria to give a snapshot of progress, but colour coding is not granular enough and cannot be used for any final decisions, it has to be numerical because in some instances the ratings are only single digit separations, and they will be mapped to show overall performance issues etc...

bear in mind that an assessment against the requirements could be something in the order of 100,000+ discrete validation points - and the definition criteria could literally be in tonnes (in sheer weight of documentation)

in addition, nobody intimately involved is going to leak material because it will lead to criminal charges, and it will leave the entire process subject to challenge. it impugns the integrity of the reviewing nation as it means that they are fundamentally dishonest and cannot be trusted with commercial material, and it means that as such privileged material has been leaked to other competitors in the process. Any vendor who has the remotest whiff of impropriety will pursue that process and leak because they have invested literally millions into the proposal.

there's no shortage of events where vendors will seek to influence an outcome via the public forum, but assessment team members are sequestered from such things and can be removed at any time (and indeed I have seen people removed due to perception issues)

IME people who talk about these assessment processes and with such confidence about how they've been impeached usually have zero real world experience in how they're actually done. As soon as I see traffic in a public forum about the progress of an assessment while its still underway, my experience triggers the BS meter from within. The Brasilian "colour coding" scenario being a classic where someone has an ounce of knowledge picked up from general procurement and assessment practices and has extrapolated that into a non existent process to suit their own view of the world.
