The squadron's tail band has always been there. You can see it on the other F-22 squadron birds as well. Why some might not have noticed them before is because they're painted on very lightly and not the traditional solid colored squadron tail band.
Because of USAF policy, you won't see a "specially painted" tail or schemed Raptor anytime soon. If they somehow decide to do one, it will have to go through an approval process.
The most "exotic" thing they've ever had on the F-22 is during Raptor 4001's rollout ceremony with the "Spirit of America" markings on the left front fuselage. That, of course, was taken off before first flight. Raptors 4002 and 4003 did sport the big Raptor logo on their tails when it was the "F/A-22" at one short time. I though that looked very good.
