Are the two inboard wing stations dedicatedto drop tanks only? Can other stores
be hung instead?

The weapon pylon used at the mid-wing station (3/7) will also fit at the inboard station (4/6). Many different weapons may be mounted at 4/6. The reason the conformal fuel tanks were developed was to make 4/6 available for weapon carriage.

Johnwill is exactly right in his reply. However, it certainly is odd to see anything other than a fuel tank on 4/6. I think I saw it exactly once during my time with the Viper.
