Salute!

Don't have first hand knowledge.

I wouldn't doubt that the Flogger could climb faster once up to speed. From the deck at end of runway to 20K, I think Viper would beat it handily.

Find some Constant Peg pilots and ask them.

Gums is right, depends on where you start the clock. The F-16 has a better climb rate overall especially from a dead start. However get the flogger up to speed on the deck and it will run away from just about everything (little jet with a big engine). Now point it up hill and it will go like a rocket. Just don't expect it to turn or have any gas left after it gets to the top of the arc.
